In Fareham, Hampshire our Local Authority always have a surplus when comparing the income from Hackney Carriage / Private Hire Licences to the expenditure of running that part of the department. The Local Authority refuse to give it back to the trade because they say they can legally use that surplus to fight legal battles concerning Hackney Carriage / Private Hire. Nearly every legal battle is with a HC / PH Owner. Can anyone advise me if this is true? |

The cost of licences should only cover the cost of administering and issuing those licences. Enforcement costs cannot by law be taken from those costs. No doubt someone will be along soon with chapter and verse on the law. |

Never been true, but now a fella with a white wig has recently confirmed they can't maintain a surplus. viewtopic.php?f=13&t=25045 |
