I currently have this conversation underway locally:

Mr PHV driver: Hi Cabbyman, i chauffeur Celebs , CEOs and VIPs who require unplated cars due to privacy and discretion. I must admit I'm surprised to here there is a mondeo with a plate dispensation, I had to prove to [local authority] why I needed the dispensation with letters from company's and they also had to check both my cars out!

That allows a PHV to operate without displaying a plate?

the act states plate or disc

I was presuming - perhaps wrongly - that the council would issue a paper disc which could be discreetly affixed to the window - I think section 48 covers it.

Section 48 (5)

Where a district council grant under this section a vehicle licence in respect of a private hire vehicle they shall issue a plate or disc identifying that vehicle as a private hire vehicle in respect of which a vehicle licence has been granted.

note the word shall

LG(MP)A1976 - section 75(3) :-

Where a licence under section 48 of this Act is in force for a vehicle, the council which issued the licence may, by a notice in writing given to the proprietor of the vehicle, provide that paragraph (a) of subsection (6) of that section shall not apply to the vehicle on any occasion specified in the notice or shall not so apply while the notice is carried in the vehicle; and on any occasion on which by virtue of this subsection that paragraph does not apply to a vehicle section 54(2)(a) of this Act shall not apply to the driver of the vehicle.

If the law requires a plate, you have a plate regardless of who you are carrying.

2.3. There are occasions when the requirement to display an external identification plate may have
the opposite effect in terms of customer safety and could have commercial implications for the
operating business. The display of Local Authority licence plates externally may also deter some
corporate customers from using the service; and
in some circumstances the identification of the
vehicle as a licensed vehicle may allow “high risk” passengers to be more readily targeted putting
both them and the driver at risk. For example, vehicles used by Government Ministers or
celebrities.

2.4. Until January 2008, chauffeurs and vehicles ex
clusively hired for more than seven days by a
single client were exempted from licensing requi
rements (S75 of the Act). Chauffeurs are now
included in the ordinary “private hire” licensing requirements and must secure PH licences for
their cars and drivers – and comply with all of the conditions and legal requirements including
display of vehicle licence plates and driver badges. Chauffeurs must also obtain an operators’
licence and have premises in this district where bookings are taken and records kept.
There are a number of companies currently offeri
ng traditional chauffeur services across the
United Kingdom, based in Wychavon.

2.5. The legislation does give us discretion to exem
pt vehicles from the need to display the Council’s
approved identification plate and, where that exempt
ion applies, the requirement for the driver to
wear a private hire driver’s badge.
