Fareham's Licensing Authority is refusing to add a statement to our tariff card to allow Hackney Carriage Vehicles to be re-imbursed Card Charges, forcing us to absorb the charges. If a Hackney Carriage Vehicle is doing a Private Hire Booking within the borough, must the Hackney Carriage Vehicle still completely abide by the tariff card?

Within the borough a hackney carriage is always a hackney carriage and can charge no more than the fare on the meter. Even out of the borough a hackney carriage is still a hackney carriage but can also do private hire work at an agreed price, providing the price has been agreed before the start of the journey, otherwise, again they can charge no more than the metered rate.

I'd you state to the customer when paying by card that there is a 3% charge and they accept it you aren't breaking any law. Ours charges 1.5% processing fee.

What about these "card scan" payment in shops where no PIN is needed, in fact, am i paying a fee in a shop when using my card?

You do in some shops and bars. They have a charge if the total spend is under a certain level. However none of them have their prices set by the local authority. In fact, I can't think of any other private business that has it's maximum charge set by their local authority.

Everyone does, whether paying by card or not. The shops just factor it into the prices they charge.
If we charged everyone an extra 10% I could quite happily advertise 'no card fees'.

When our costs go up our profit goes down, when any other businesses costs go up they raise their prices and their profits remain the same. A point I regularly make to our business owning councillors when we ask for a fare rise.
