Today i had a facebook message from a member of the public with a photo of one of my cars on a zig zag line outside a school understandably upset so i promised to investigate. Now the vehicle was on a school contract and the school concerned has no car park. Outside the school are zig zags which then turn to double yellows for a few streets. Opposite is a pay and display car park which is normally full of parents cars picking up their kids. So i talk to driver and she tells me that on day one of contract she asked at reception of school for advise and they said to pull up on zig zag and they would come out to car to fetch or drop pupil at taxi. I was a bit concerned our car would be plastered over facebook so rang the council who our school runs are through. There response was there has always been an issue with contracts to this school due to the reasons i have mentioned. There response was by driver remaining in car with engine running its not parked and that the arrangement is that teacher will come to vehicle. Its not possible to park streets away and walk the pupil to school. So i replied to the member of public and explained the situation but they were not happy with response. Has anyone else ever come across a situation like this on a contract? Luckily it ends this week and i wont bid on jobs to that school again. |

Forward the Council reply to the MOP and tell the MOP to speak to the council direct as your vehicle was acting in a right and proper manner dont ask the MOP why they were so sad as to get upset..........t055er5 |

I live opposite a school and private cars are always parked on the zigzags. The community support officers and the police used to regularly come up and ask them to move. I asked them why they didn't just put tickets on the cars and I was told that it is not an offense to park on the yellow zigzags outside schools, only on the white zigzags at crossings. |

You have to wonder why people charged with ensuring the safety of our children do not know the law. It is an offence under section 5 of the Road traffic Regulation Act 1984 as follows: - Contravention of traffic regulation order.. (1)A person who contravenes a traffic regulation order, or who uses a vehicle, or causes or permits a vehicle to be used in contravention of a traffic regulation order, shall be guilty of an offence. in the Highway Code at 213 it makes it clear that a motor vehicle MUST NOT wait or park where there are restrictions shown by "school entrance markings on the carriageway". A driver doing so commits an offence under section 5 The diagram of the yellow zig-zag school markings, in the Highway Code, has the following descriptor - "Keep entrance clear of stationary vehicles, even if picking up or setting down school children". |

A person can only be in contravention of a Traffic Regulation Order (TRO) for parking on zig zags if there are signs stating the hours of operation, if there are no signs then there is NO TRO, and technically, you can stop on the zig zags. ( although the boys in blue could issue a ticket for obstructing other motorists/pedestrians) |

Ok heres an update. Met with traffic officer today who was very helpful. The outcome is that they see that we are not parking but setting down and picking up so no offence is being committed. They also doubted the legality of the zig zag area. Have it in writing now so a good outcome. Still wont be bidding for any more jobs at that school ha. Also a big thumbs up to our local Police road enforcement officers. |
