they're only illegal when they do something illegal - like the chap from Manchester who went to licensing himself 110 miles away because he couldn't pass either qualification to be a Manchester Hackney Carriage or Private Hire licensee - so he went to West Lindsey - to return to Manchester to drive for a PH Operator and rape someone - its a tale of great joy I guess, especially for a person who's that of that type of character.

If they are "Illegal", they are not "Hackney Carriages".

If they are properly Licensed in any Local Authority Area, they can work as "Private Hire" anywhere (in or out of their Licensing Area) in England or Wales. This is not good, but it is legal.

If your question is actually "How many Taxis are working as Private Hire out of their own Licensing Area?" To the best of my knowledge, nobody knows.

I do intend joining their ranks (no pun intended) when I replace my "Plymouth Licensed vehicle" due to the crazy "Emissions" policy adopted here. I will Licence the new vehicle in Plymouth, the old one will be Licenced elsewhere (and me as a Driver there) but run as PH in Plymouth and the emissions matter not a jot. First mechanical problem and it gets binned as it will be in effect be "a write off", though not in the usual insurance sense.

Having said that, I think it is a bad loophole, but one I will use anyway.
