what would the MAIN acts of parliament be that govern hacks and PHV?

That has lots of individual court cases, i want just a single AOP per hack and 1 for PHV...

It's a trick question - there is'nt an act that covers just PH and HC, they form part of acts that cover other activities.

There's a Railways Act, Health and Safety Act, Factories Act etc which are all self explanatory, but there is no Hackney or Private Hire Act !
