If a wealthy type person wanted a car+driver on call to take them and goods (documents) across the country 5 days a week, the car+driver only working for them, would it need H&R type stuff, plates, insurance, etc?

I suppose it would depend on whose car was being used.

spoke to a guy having his BMW 5 series M tested for a "special" plate, he does only top jobs inc 1 barrister, takes his wife shopping Oxford street, books theatre tickets, etc,etc

the barrister was gonna look into him not needing plates....

If they own it and the driver is the employee, then it's ok.

Even if it's a self-employee.

He doesn't need to have plates, but he needs a taxi/PH license, as does the vehicle, and an ops license to boot if he is PH.

Yes.

Furthermore, if he's only dealing with that one client (i.e. the barrister and his family), then the driver may be able to get an exemption from displaying the plate on his car, and also from wearing his PH driver's licence badge. (EDIT: though he's not, as it said "he does only top JOBS, inc 1 barrister)

If that barrister doesn't want be seen being driven in a car with plates on, i.e. getting out a posh minicab (otherwise why else would he look into the driver not needing plates - it's not his problem), instead he wants to be seen that he's got his own personal chauffeur, then he should do just that - pay that driver an hourly/daily wage to drive his (the barrister's) own car/s, and then there's no need to deal with any licensing (as mentioned).
