Post subject:  Consultation in Lincoln

on the 2nd October 2015, Lincoln council licensing wrote to me.

To tell me that an 85 page document, "council policy on licensing..." Which arrived in the post on the 5th October. Note these dates. The "consultation" period ended on the 8th November 2015. This document included proposals on the introduction of btec level 2

On the 28th January 2016 the council again wrote to me to inform me I must register for a btec 2.

I also have an undated pro forma stating that I must attend the course before the end of August 2017, or risk a refusal to renew my drivers licence. It also states that the council have a blanket policy of issuing one year badges to drivers who have not completed a btec course.

The policy document in its final form will not be issued until 7th March 2016, so is not yet in force.

There was therefore no consultation, because the policy was, de facto in force from before I received the first letter. The one year badge blanket policy has been in force since 1st October last year, which means the council policy of a mandatory btec was also in force from that date.

There was never a consultation.
