If a licensing authority changes their licensing procedure

1) is there any legal obligation to inform licensees of the change

2) Is there any reference to when and when not to inform licensees in the best practice documents

the change in this case was to stop issuing licenses by post and require drivers to collect them from council premises

I assume that when drivers apply they are told that the licenses are to be collected otherwise they wouldn't know. I doubt that there would need to be any formal notification required.

Questions can be asked why have they changed the practice of sending licenses by post.

One reason for having licenses picked up in person could be to deter drivers from other areas getting licensed remotely.
