does any AOP or ruling mean customers MUST get in the 1st car on a rank?

I would doubt it. I would doubt that customers are regulated at all, only operators, drivers and vehicles.

Have you not heard of the Cab rank rule,1st car 1st job unless vehicle is not suitable.

Even Barristers chambers work to this rule.

No it is not Law.

The passenger can select any vehicle, they do not have to have a legitimate reason.

I have seen passengers choose by Taxi Colour, Make, Driver, and for no discernible reason whatever. The most common is that the straw on the floor of the front one hasn't been changed for a while!

You seem to be saying that the customer can't refuse to get in the 1st cab on the rank even if they have a very good reason not to use that cab. In our town there is a company whose vehicles and drivers are not the cleanest around. But you are saying that if they are first on the rank the customer has to use that car. I don't think so.

not that anyone can force punters to use any particular vehicle, the public must have the choice

How can that be pointed at a driver 5 cars from the front when a passenger selects HIS car to get in?

If the Driver does not keep a clean Cab, if he has carried the passenger before and has not been considered safe, or not helpful, or not polite, if for whatever reason it is not accessible to the passenger?

I have in other Towns, decided that the front Cab on a Rank does not meet my needs. I therefore select the one that does (I do make my selection from the front and work back).

As in ALL service industries, the Customer is King.

By the way, I still wonder if you do have an example of this question being answered and enshrined in a Byelaw? Does anyone else know of one?
