How does your council go about licensing a brand new vehicle? Do they insist on having the V5 before they will consider licensing a new vehicle even though this can take up to 6 weeks. |

As long as you present a bill of sale for the vehicle they accept the V5 within a reasonable time,they know that it takes a period of time to be sent. |

It confuses me why they have to be Council tested when they're brand new without a mile on the clock? Mind you the council have to justify their fees. |

my V5 took a week, council did start a short term plate on new owners slip (use cars) but gave up after a bit for my last car (used car) i prepped the council, drove it from the sellers, went to council with insurance, paid, got test form, it was booked already for test, i went back with the pass slip and the plate was ready..... |

Council test cars when brand new because you cannot guarantee that they will pass a test straight from the showroom also a TAXI test is not a standard M.O.T. |

I think down here if it's less than a few hundred miles they allow it to be licensed without the formal council check/mot. |

A few years ago, we had an E7 from Cab Direct that failed its test when new, it had 17 miles on the clock. |

You should be able to able to ask for an AFRL (Automated First Registration & Licensing), which may take place of the V5 document, taken along with a receipt for the car to get it licenced by the council. This is also used to issue tax disc for a new car, by the dealer. |

What happens if you have a lease car and don't have the V5, that is usually kept by the lease company. A few years back, a colleague in the bus industry took delivery of a brand new Vauxhall minibus. I asked if he wanted it checked before it went for its Certificate of Initial fitness, no he says, it's a new vehicle. It failed because the nut on the steering drop arm was loose. There was an inquiry at Vauxhall as to why this was allowed out of the factory like it. |
