Out of town hack and member of political party provides free lifts to the polling station.

Any laws broken?

No.

Hacks don't need to adhere to any bookings process, anywhere in England & Wales.

If the free lifts were offered to anyone who wanted a lift then I don't think there is a problem. If the lifts were offered to voters of only one party then it may be different.

You cannot use a licensed TAXI as vehicle providing free lifts to a polling station on behalf of a political party, see rules on elections.

how would the latter work? a candidate earholes a MOP, flags a cab down and insists the voter goes to the polling station?

Tjhat would need to be paid for. If the above vehicle was to be used then clearly because it was from another district then they would not be able to take a flag down.
