Post subject:  Medicals

In Fareham the Licensing Officer uses a Medical Referee. After each individual driver has a medical with their own doctor, the report goes to the Medical Referee who decides if the driver gets a Licence or not.
If the driver has had certain previous heart conditions then the Medical Referee states that the driver needs a Treadmill Test which the driver has to pay for at £275 a time.
I wrote to the DVLA who said if they ever asked a driver (did not specify taxi driver) to have a Treadmill Test either initially or as a repeat after eg. 3 years, then the DVLA would pay.
My questions are:-
1. Am I right in thinking that the DVLA only have legal procedures for Bus and Lorry drivers but not Taxi Drivers?
2. If the DVLA pay for individuals that they require to have a Treadmill Test then is it not reasonable for our Licensing Department to pay for the Treadmill Tests that they require?

If your information is correct the Council should pay,if a your Doctor states you have passed a group 2 medical and therefor fit to be licensed why should your medical certificate be passed to medical referee to decide if your Doctor is correct in passing you fit.

Do you give consent for your medical data to be passed to someone else.

I was ordered by my doctors to have a treadmill test about 3 years after my heart attack.

I travelled 40 miles to Hexham hospital weeks later - I was there with a heart consultant and a treadmill - he told me it was the first time a doctor had found the test necessary and said he thought my doctor read the form wrong.

I didn't have the treadmill test and the consultant wrote a firm letter to my doctor about wasting NHS time.

Your licensing council's money only has one source, i.e. licensed drivers, operators and owners.

So if you don't pay for it the rest of the trade does. Is that fair?

Some of the lads down here get their own consultant to arrange a NHS test which cost nothing.

No, they just don't want drivers dropping dead with a car full of kids in.

No medical can ensure a driver doesnt die at the wheel, its as reliable as a MOT.....though not as thorough
