Saw one of those things today.

Is it legal to run them on a yellow PSV badge?

I take it you meant a restricted PCV license. The simple answer is yes it is but there are some conditions to be met that make it a little onerous such as advertising any empty seats to the public because the vehicle is not hired by 1 single person but individual seats are paid for separately. However the chances of getting caught out are quite slim.

Providing the limo has a current certificate of initial fitness (COIF) which will ensure it complies with the Construction & Use Regulations for public service vehicles, then it's not a problem. the Traffic commissioners take a very close interest on those who have Restricted O Licences and the conditions are usually onerous, such as "no novelty vehicles or stretch limos to be operated".

Best check on the DVSA/VOSA "check my operator" site. That will tell you who the operator is and any special conditions on the licence.
