Under the 3 Licence rule for Private Hire, does the vehicle have to be in their Licensed district when the job is issued,for example, if a Doncaster PHV dropped off at Heathrow and a punter called the number displayed on the sideplate, and asked for a car from Heathrow to Devon would the driver who was issued with the job be legal in taking it.

Yes. Providing the booking was taken in a call centre in Doncaster.

So how do uber get away with using cars in cities that they don't hold an operators licence in?

Surely you mean Office ….Call centre can be anywhere.
