How can a council make FIVE test purchases off 1 hackney on a rank and have him bang to rights not using the meter and overcharging and not take his badge off him 3 months later?

Nothing Surprises me in Council land...Tis a place of mystery and bewilderment that mere mortals such as we will never truly understand.
