At a meeting of the Cheshire West and Chester Licensing Comittee earlier this week the Licensing conditions were pretty much watered down to the advantage of drivers working for a Chauffeur Company. Whilst I am all for applying common sense I feel that if they can depart from the rules for one then it sets a precedent for everyone else and undermines the whole licensing process. Quote: DECIDED: That (1) the drivers currently employed directly by PCS Events Limited and holding a current valid Transport for London Private Hire drivers’ licence be allowed to hold Cheshire West and Chester private hire vehicle drivers licence without meeting the pre-requisite as set out in paragraph 1.1 of the report, subject to their satisfactory completion within a specified period; (2) the licences be issued for 3 years, with a transitional period for the satisfactory completion be 18 months, commencing on 17 January 2017 and ending on 17 July 2018; (3) the licences be for private hire vehicles only, and conditioned to restrict the licence holder to driving “exempt” status vehicles (Executive Hire) only, until successful completion of both the Cheshire West and Chester Licensed Drivers’ Qualification and driving assessment. http://cmttpublic.cheshirewestandcheste ... 4960&Ver=4 |

Truly amazing,someone already licensed by the Council should claim in equality in the licensing system,the EQUALITY ACT applies to everyone,an existing driver has to prove their right to work although he has resided here all his life this is just to say that the Equality act is being applied to everyone. There is no guarantee that a TFL. licensed driver is a fit and proper person as has been stated many times checking is not as thorough as outside London. |

I am a little surprised that none of you noticed who it was that made the representations to CWAC on behalf of PCS Events Ltd. None other David B Wilson, he was there hand in hand with Mr John Findlow, who for the uninitiated is the former licensing officer at Halton Borough Council and is now the "licensing compliance manager" for PCS Events . None of the main protagonists from PCS were at the hearing however. WHY NOT I hear you ask. Well seeing as you asked I will tell you. They were actually very nearby (probably less than a mile away in fact), at Chester Crown Court facing fraud charges in relation to 7 million miles allegedly clocked from over 100 of their vehicles. There was a stretched limousine company who allegedly would wipe out over 200,000 miles on vehicles before selling them to unsuspecting punters. I know because I bought one of them with 70,000 on the clock and everyone laughed at the mileage. They did, however, change the engine for me when it packed up after a couple of months. The replacement probably had similar miles but I had no further problems with it. |

Michael Pollards name was mentioned in court this week as someone who had worked at PCS. Given everything I have read about him that seems unlikely ("really great guy" etc) Can anyone shed any light on his connection? |
