You can vary your Measured distance and speed by +/- 1.5% by using New Tyres or well worn Tyres.

Despite the above, there is no requirement on the MoT test to make sure the speedo actually does work! If it's obviously broken, then the car will fail, but to make it work would mean driving on the road, not a part of the test!
