Some time ago there was thread concerning when does the Journey in respect of stopping the meter. Some 16 years ago I came across a case which gave this very answer. It was determined by the high court that the journey ends when the passenger is in a position to pay the fare? This means if the passenger goes inside the house for the money you are quite at liberty to keep your meter on until they discharge the fare? If the fare was five pounds when you arrived at the destination and the passenger went inside and took 15 minutes to locate the money and your meter read ten pounds when the fare was finally discharged then that is what you are entitled to.
