Should the be a reasonable time period from when a council decides on a policy change to when it actually comes into force?
Our council decided to change the minimum vehicle euro standard from 5 to 6 for a diesel car in may 2016 stating that it would come into force for new licence applications in June 2016 for hackneys and November 2016, with vehicle changes to current licences a year later, after June 2017 for a hackney it would have to be euro 6 and November 2017 for a PHV.
I would of thought that policy change when decided would have say a reasonable time for when it would come into force, less than a months notice seems a bit unreasonable.
I should add that the vehicle requirement has gone directly from euro 4 to euro 6.

Short answer is yes, however councils need to be told what is reasonable very early on in the process.

What usually happens is drivers suggesting reasonable timescales when the decision has been made and the council doesn't want to go back on their decisions.

I would have suggested any new rules apply to newly licensed vehicles only, and existing licensed vehicles can carry on until they reach the max age limit or get de-licensed.
