Taxis: South Yorkshire

Department for Transport written question – answered on 29th March 2017.

Louise Haigh Shadow Minister (Culture, Media and Sport) (Digital Economy)

To ask the Secretary of State for Transport, if he will make an assessment of the specific requirements of South Yorkshire in relation to taxi and private hire licensing; and if he will make a statement.


Andrew Jones Parliamentary Under-Secretary (Department for Transport)

The legislation that provides for licensing of taxi and private hire vehicle (PHV) services is enabling in its nature, giving local licensing authorities the discretion to set standards that they deem to be appropriate. The Department does not therefore undertake assessments of the licensing requirements of individual authorities.

The Government will shortly consult on Statutory Guidance in relation to the protection of children and vulnerable adults when using taxi and PHV services. The adoption of these measures among licensing authorities will be assessed.

And statutory guidance is a big step forward, rightly or wrongly.

In short councils will have to adopt it unless they can show good reason not to.

I think this is signalling some expensive times for our trade as I'm sure the councils will pass the costs of this onto the trade. My guess would be one or all of the following

1) compulsory CCTV in all taxi and PH
2) compulsory CSE training or all drivers to take a BTEC including CSE training
3) escorts on all school/social services contract work
4) all taxi/ph to be fitted with vehicle tracking monitored by police/councils

or am i being too pessimistic and assuming the government will actually do something

Councils do not have to adopt statutory guidance,they do not follow the will of the legislature when it is an Act of Parliament,the legislature have put it in Acts of Parliament the definition of what is a TAXI,it is a vehicle licensed under The Town and Police Clauses Act,yet we have Councils all over allowing private hire to describe themselves as TAXIS.
It is time these Councils and private hire operators were brought to task and made to apply the Law and abide by it the way the legislature intended.

Answers to above.
1)got it.
2)done it.
3)Not down to our Council, that would be the County Council.
4) got it. I can always allow the Council/police to view if required.
