Yes..and you can check who's got what License and where here:

And by the process of elimination you can work out who has not got a PCV licence.

Yes. you have to apply through the central office in Leeds. Loads of paperwork, loads of money in the bank, £7500-ish for the first licence, £4500 for each subsequent licence, off-road parking for all vehicles, qualified transport manager, regular safety checks.

Once you get the licence approved, five yearly renewal is FREE, but these days the annual test is around £185.
