An entrance/Exit lane possibly ...the sign shows a Cycle way That said a Solid White Line: requires you to stay within the lane and also marks the shoulder of the roadway, Nothing to say it;s illegal to stop on or park at, the Zig Zags stop before it, my guessing is that it was no more than a case of "Jobsworth" Syndrome Ahh but hang on...I see all the hall marks of a bit of Airbrushing or photoshop cloning on that speed hump...did you remove a wee bit of a speed circle and some lettering just to the left lower side of that speed hump? |

Possibly tapered edge line markings (although they dont comply to the regs)? "Where a road hump has tapered ends which terminate within 300 mm of the kerb, edge line markings to diagram 1012.1 (see paras 4.31 to 4.38) or yellow lines to diagram 1017 or 1018.1 must be used, deflected over the hump to guide vehicles away from the taper (direction 18(1)). the single white line marks a driveway or bridleway that should not be blocked i.e. no parking we have a few houses locally where disabled blue badge holders live and they get white lines painted across their drive(by the council|) to guarantee access |

It's to stop you driving where the speed hump is lower to reduce the severity of the hump. |

The bridle path/cyclepath goes across the highway consequently you cannot put tapered sides on the hump. |

I'd guess it's a stop line for cyclists to warn them there's a road and they should stop rather than the usual just fly off the pavement into the road without without looking. Not that they'll pay any attention to it !
