You are trying to apply private hire rules to TAXIS,private hire operator accepting a booking is totally different to a TAXI taking a fare from a rank.

But what if a taxi driver takes a phone booking, should he get chapter and verse?

You will be telling us next that a bus driver will be having to record the name and address of every passenger as a PCV is a hackney carriage once removed.

Why should a PH operator have to make note of the full name etc, yet a taxi driver taking a booking make a note of nothing?

what about a base taking a booking when they have a mixed fleet PH (which DO require booking details) and HC which dont........

Think your wrong, the base should log all details, they might not allocate the job fors days or weeks, and wont know what cars doing it
