If a driver takes a fare out of line at the rank it sounds like they'll have some sort of trial to work out whether he's guilty or not. You'd almost need to be a lawyer to work this out anyway. Quote: Where the physical layout of a stance permits, all drivers of taxi or private hires arriving at an appointed taxi or private hire stance will take their stations on such stance from front to rear in order of their arrival, and hires will be accepted in that order, except, when an intending hirer wishes to engage a specific taxi or private hire or its driver, in which case the engagement may be accepted in the order indicated by the intending hirer, but the onus of proving the hirer’s wishes will be on the driver of the taxi or private hire apparently chosen out of order. Think the lawyers have been at this one as well: Quote: The driver of a taxi or private hire will not at any time convey more passengers than can be properly seated in that part of the taxi or private hire set aside for passengers but, without prejudice to this generality, up to eight passengers may be conveyed where the taxi or private hire has been approved by the Council for the conveyance of up to eight passengers. Think that last bit is saying if it's licensed as an eight-seater then you can take up to eight passengers. Quote: Any property found in such taxi or private hire by the driver will forthwith be returned by the driver of the taxi or private hire to the owner of the property, if known, and if not known, such property will be handed in by the taxi or private hire driver to any police station within 24 hours along with: a) a note of the taxi or private hire driver’s name and address; b) the name of the holder of the licence for such taxi or private hire; c) the number of the taxi or private hire; and d) the names and addresses of all hirers of the taxi or private hire during that day so far as known to the driver which may assist in determining ownership of the property Somehow I doubt if the highlighted condition always complied with. Doubt if the following is complied with to the letter either. And I wonder how a "disabled person" is defined? Quote: Where a taxi or private hire has been hired by or for a disabled person, welcome that
person into the taxi or private hire, ask what help they need and how they can help; help disabled passengers when they ask for it to get in and out of the taxi or private hire, help and carry wheelchairs, luggage or other bags if the customer cannot do it; carry wheelchairs, mobility aids and assistance dogs without extra charge. |

Are Private Hires used the same as Taxis up there, seems like PH can use the Taxi rank or If it's a Taxi and PH pick up area then at least they have to pick up their clients only if they happen to be first in the queue. Smacks of a not so smart arse pretending to be a smart arse when this krap spewed off their jobsworths Keyboard. |

The rank at Perth Railway Station is described as a 'private rank', so it may be PH-only or a mixture of taxis and PH. But can't really see what the rank rule is trying to achieve - basically seems to be saying that if a passenger goes to any car then that car can accept the hire, so I'm not sure what this burden of proof thing is about. Only thing I can think of is that the driver may be accused of touting in some way, so has to prove that the passenger came to the car without prompting. Another funny thing is that although it all reads a bit formal and lawyerly, the text consistently uses the term private hire rather than 'private hire vehicle' or 'private hire car'. But 'private hire' without either the word car or vehicle sounds very informal. |

Its customer prerogative, they may take any cab they want from any rank, no questions asked, as for PH being at the station rank, they are breaking the law if they accept a hire, as they are in full public view, and can only be used if pre booked |

PH can park anywhere that is normally lawful but cant park in numbers forming what might appear to be a rank. And certainly can’t pick up public from ‘there and then’ hire in any public place ie Railway station. |

Was at Edinburgh airport on Saturday , heard a a marshal directing punters to the PH office, stating they where cheaper than the black cabs, ranking next to them, In my book the PH should be outside the pick up point away from any rank |
