I personally think that HMG needs to define what is pre-booked then advise all and sundry then everyone would know exactly where the law stands

Illegal mate. That LO is a waste of rations. She tried grassing me up to the coppers a few years ago for taking a legit booking outside Widow Frost, she made one of the passengers walk home on her own despite her name being on my screen.
