Is there any actual requirement for LA to offer an optional 1 year hack/PH badge?

No, there is no requirement. Unless there are certain circumstances the license is for 3 years.

I think for oldies that require a yearly medical, one year licenses are the norm.

Which part of the act allows for anything other than 3 year licenses except in certain circumstances?

The deregulation Act allows the Council to issue a drivers license at its discretion for 3 years or a lesser period depending on the circumstances of the case.

If a person requests a 3 year license the Council have to grant it,if a person requests a license for a shorter period one or two years the Council have to grant it,a Council cannot have a blanket policy of one year license duration.

That is not how the act is written.
However, if you are saying that a council must issue a badge of a shorter duration than 3 years, then the council would be entitled to charge the full 3 year rate because the time taken to process the application is the same whether it is a one year badge or a three year badge.
