Subsection (2) changes the law in such a way as to establish a standard duration of three years for taxi and private hire vehicle driver licences. The section specifies that a licence may be granted for a period of less than three years but only in the circumstances of an individual case, not because of a blanket policy.

Now unless we are reading this differently it says that a license is for 3 years and a blanket policy can't be put in place for a lesser period.

The Law Commission process didn't apply to Scotland, and the Deregulation Act isn't applicable either, presumably.

I think the cost is supposed to reflect rhe administration of the licenses and not just the production of them.

Our Council view it as everything and anything that can be associated with Licencing Taxi and PH.

Managed to get a breakdown of accounts 5 yrs ago after 2 years asking.
Licence income received = all the possible costs required to reach target. Threw in everything including Councillors time and expenses and with no time sheets etc Officers time was proportioned against other activities to suit.
Council also produced a three yr projection and refused to do another breakdown for 3yrs.

Posed the question again at Licence forums about 2 yrs ago. Promises and excuses followed for 1yr then forums were cancelled.

With the previous comparative and the 3yr projection I suspect the difficulty was finding enough costs to reach income target.

FOI will need to be done.

Mines due in July, last time i took out "updates" with the DBS and was told NO! "you will need a new one" now it seems they MIGHT accept the old certificate and updates but we shall see
