The update service was only introduced within the last year here, once the driver gets his DBS they will go onto it.

So the council CAN issue a temporary licence if it wanted to ? It's sticking to its rules - no valid DBS no licence.

Ours use "continuity" as their cop out when THEY fck up... (have you paid? ok we can sort it)

my plate expires july 31st, paid mine/tested 2 weeks ago, no plate yet... i dont expect the plate anytime soon

I thought that there was a tome limit on a DBS at 3 years unless signed up for the update service.

The DfT issued guidance saying it would be good practice (or something like that) to do checks every three years, but didn't say if the police are late replying drivers should be put out of work.

I don't think that all agencies are telling licensing departments about things because I know that some drivers have not reported things and they have only been picked up when they have tried to renew their badges and things have then shown up on their drivers license or DBS.

If other agencies are indeed not fulfilling their legal duty then that is clearly wrong, however that is not an excuse to punish drivers that have complied with their legal duty to undertake DBS checks.

It is probably enough to refuse a licence through non disclosure.
