That means nothing as they already do and there's nothing in the law that says PHV's have to be WAV..thats is a very vague paragraph with no substance, it just appear to mean whatever an individual would like it to mean.

How the hell can that work, We can't drive upstairs or take taxis in lifts or even get to within a half a mile from certain shops.
Yes it's a grand soundbite but without any real or practical thought having gone into it..
