The biggest problem here is the way your train of thought see's this.
I guess this viewpoint could be the answer for councils, but they will do nothing as usual.
The whole taxi system has been abused by the very people within!

On that I agree.

I don't want to be negative to the folks behind the presentation, so I wont. But cross border law is not as simplistic as it implies.

The bit near the end re sec 46 (1) is interesting, especially the (b) bit about the driver, but the fellas with the white wigs have looked over this many times.

1. All LA's should include a "useage" policy in its licensing requirements

2. Rogue cars need reporting to the LICENSING area, not the LA in which its working

Wouldn't claim to know the intimate details of the legislation, but at a rough guess, and having half-watched the video, suspect they're looking at some sections in isolation without considering them in the context of the legislation as a whole.
