well, they call it draft but jan 15th discussion and law by april 2019 DSA test (2 hours) Age first plate down a year to 5 years New HC to "preferably" be WAV's CCTV by April 2020 Plated vehicles over 6 years old to have a full engineers report All replacement tyres fitted to licensed vehicles must be new (i.e. not have been used previously on any other vehicle) Drivers of Private Hire Vehicles are not permitted to set fares, all journeys must be calculated on the taximeter (if applicable), or by way of agreement with the Private Hire Operator at the time that the journey is booked. A PH driver is not permitted to make a booking on behalf of a prospective passenger e.g. via their radio or mobile telephone. PH Operators / staff must not accept any booking made by a PH driver on behalf of a passenger. All bookings must be made by prospective passengers themselves directly with a PH Operator who will despatch the vehicle. Prospective passengers may instruct a third party e.g. a restaurant manager, to make a booking on their behalf but this third party must not be the private hire vehicle driver. Executive Hire Vehicles should have the following features as a minimum in order to be considered for licensing, this list is not exhaustive:- High quality vehicle in terms of brand and condition, with no visible defects, dents or blemishes to the external bodywork or trim Luxury or prestige vehicle Engine size of 2000cc or greater Automatic transmission Original list price of the vehicle is in excess of £40,000, despite its age at the time of the licence application. Evidence of the original list value will be required upon application and officers must be satisfied the evidence provided supports and verifies the original list value vehicles to be Euro 6 |

All new Private Hire Vehicles must be less than five years old from date of first registration on initial application on initial application. New PHV licences will preferably be issued for wheelchair accessible vehicles. |

That is in the construction and use regulations. Or at least it used to be. When we took limos for an SVA years ago this measurement was checked before giving the limo a registration number. |

On the Wirral many years ago, the town hall at Wallasey had a stick that was the minimum width a PH could be. If there was any doubt the stick was used and it not only had to fit across the back seat but also the whole area, i.e any handles or arm rests in the door card which touched the stick would mean a fail: |
