Well as I posted in another post today statute law i.e. section 73 of the 1976 act already covers that, so one has to wonder why they need to add to an existing perfectly workable piece of law we have had for 42 years?
Or maybe as it's section 73 they haven't read that far down the act yet.

It's titled 'Obstruction of authorised officers', which begs the question, who is an authorised officer, and where does his/her authority to act come from?
I don't know the precise answer, but the question begged is presumably why there are cross-border enforcement difficulties and why LAs are having to develop enforcement protocols and that kind of thing to deal with them. And hence the proposal in Wanna's area.
(Didn't the Law Commission examine cross-border enforcement or suchlike? Couldn't be arsed reading it, but seem to recall that was one of the subjects under discussion.)
