tell me, can a LA pop up a new undeclared never seen before charge for an extra mid-plate compliance test and tell us to pay the garage direct?

I would have thought as it is a change of maximum fees payable it would have had to be advertised asking for objections as per normal.

However, as previously the over 6 year old cars had a £177 plate then two extra £85 plates which are now one £122 plate and a £17.50 test once a year i might keep my trap shut
