I think the act gives the council the opportunity to issue badges of a lesser period but not for a driver to demand a badge of a lesser period. They can request one but the council does not have to grant it.

I think if a person requests a drivers license for a lesser period than the standard 3 years a Council would be very foolish to refuse the request as the person has made the request under the individual circumstances as the need may be.

ive asked for a 1 year PH ops licence purely on the grounds my only notice of the 1 year option being unavailable was when the forms arrived, (i didnt play the heart attack card just yet but i lost a lot of income due to it) next year i cant say that...lol

but as there is a 1 year fee on our approved list there is no cost to the council so lets see what the reply is..
