Threat of going to Magistrates court appealing condition of licence will probably make them change their mind and issue an operators license for the shorter period requested.

its £70/year, £265/5 years, saves money so i took that, this person is m need of a 1 year after a disaster im june almost skint her

Could this person not piggyback off someone else's ops license until they get the cash to fund the longer license?
