Firstly, LAs are losing powers all over the place. They are all battling to survive.

Someone misread what I said about PH, they wouldn't be able to ply for hire, but could work on bookings throughout a region. An operator would not be restricted to one district.

Who knows, we might even up up with operators who solely run fleets of Hackneys having to get an operators licence.

Yes Uber would love it. Which makes it all the more likely as they out lobby the trade by a factor of 10-1.
