The need to consult to agree the new proposed tariff. I think Best Practise is 6-12 weeks.

Once the proposal is advertised they must allow a minimum of 14 days for objections. But the time must be on the advertised proposal.

They do not need to put it out to consultation
The Statutory notice in the local papers informing that a fare and charges proposal review is occurring and if they wish to object they must do so within 14 days of the date of publication, if no objections are received the new tariffs and charges are implemented immediately (midnight day 14)
