Surely any LA can ONLY issue a PH ops licence for that LA?

Been told today a local base is getting a Wolvo ops licence..

they are owned by a company out of our area but not in WV

this local base is dropping all its locally plated hacks as they dont see rank work/flags as their business model...

bringing in WV plated hybrids and getting locally badged drivers to rebadge as WV badged

I didn’t used to like the idea of “Cross Border”.

Now however, needs must.

This PH Operator should simply not Licence. If the Operator ONLY uses Hackneys, no Licence is required.

If the local PH Drivers and Vehicles licence as Hackney Drivers and Hackney Vehicles they can be sub-contracted by the un-licenced Operator even if they (Drivers and Vehicles) are “Out of their Licensing Area”. The Drivers can take the bookings and do the work because a Hackney anywhere out of area is PH everywhere. The Hackney Driver is of course, His or Her own Operator so can take their own bookings or subcontract from a PH Operator Licenced or Hackney only Operator un-licenced.

This is why, bit by bit, many LA’s are going to lose control of their own Taxi and PH provision. Local Hackneys will end up decreasing to zero, and while all will end up as Hackneys they won’t be able to Rank or accept Hails because they will end up all being out of area.

Maybe it will end up with only Wolverhampton having Ranks and with Taxis that can be hailed.

Every job will be arranged by phone or by app!

doing it as PH/non rank is 1 way a base keeps control of the fleet, bases dont like rank cars (especially these on commission) being wild cards/cannons doing jobs off piste

Part of the problem is that operators are so desperate (even more desperate than normal) for drivers/cars, and they think the answer to their problems is to license via Wolverhampton.

But the bottom of the barrel approach, advocated by Wolverhampton, isn't the answer. In fact, IMO, there is no answer. Quite simply the taxi/PH trade is not an attractive option for the vast majority of folks looking for work.

Does anyone know anyone under 30 in our trade?
