They have to give reasons as to what they are suspending for, and tell the driver that he has 21 days to appeal.
Unless the suspension is
'in the interest of public safety', or words to that effect, the suspension will only start at the end of those 21 days. Unless the driver appeals and then the suspension will be suspended until the outcome of that appeal.
The words I have highlighted are very important.
All that said the council is getting themselves in a little bit of a pickle, by suspending temporarily rather than revoking.
