Re the myriad local rules and regulations discussed in another thread, is there any need for all of this, for example as regards badges and what must or musn't be shown on this?

Of course, defenders of the status quo often justify local decision making on the basis of local needs, but I've never really been able to think of anything that needs to be decided locally (apart from the positioning of taxi ranks).

So can anyone think of any substantive reason for local decision making?

I mean, if the rules for ordinary drivers' licenses were decided by hundreds of LAs rather than the DVLA, what would this achieve other than duplication and confusion?

So why should the regulation of a trade be any different?
