“Ok, it seems there is quite some confusion here



The dereg act did indeed set the length of badges to 3 years but this part “with a 1-year option IF REQUESTED by the applicant” is not correct nor is it written that way at all.

It is written; “unless there is reason to issue a reduced period licence,” which can mean on medical grounds or it could be due to convictions resulting in a “trial” period for example or due to age. It does suggest that this could also be at the request of the applicant for example when wanting to just test the water or when being close to retirement for example, but that was never put in writing anywhere within the deregulation act.



A 1-year badge means a 1-year badge, which means it should expire on the one-year anniversary of being issued NOT on the one-year anniversary of the documentation supplied as a part of the application process.



This means that in truth, the medical is obtained and submitted as a part of the application process not as a date to which the licence runs. The medical of course needing to be renewed prior to application to renew the licence which of course must be in advance of the licence expiry date.



There cannot be a situation where the licence expires and is only issued for a 10-month period as that is a breach of the deregulation act and the regulators code, and would effectively render the applicant out of work for 2 months every single year, despite having applied for and paid for a full 1-year licence.”
