we have a music festival soon in our borough. Clearly only Hackneys licensed by our council can pick up without a booking. However there is a stange annomaly regarding if they have to use their meters or if they can agree a higher price because although the event and pick up are in our borough the exit from the site is not within our borough so any journey must go out of the borough at some point before probably going back into the borough to drop off. So for a pick up at the event and a drop off in the borough should the driver be using the meter or because he has no choice but to leave the borough is he free to negotiate a price with the customer? |

I think if you pick up and drop off within your local area you need to run on the hackney rate. Not sure the fact that you drive a few meters outside of that area means a lot legally, IMO. And it's worth mentioning that the driver needs to get the customer to agree to a fare not based on the metered rate, if the job did go outside of the licensing area. |

I think, to the Letter of the Law, Fares can be negotiated. Morally, the Meter should be used. |
