Some councils like to make their own rules even when those rules are outside the law. Middlesbrough is one of those councils. .............................................................................. Evening Gazette July 27, 2006, HEADLINE: Taxi bid rules relaxed Changes are being made to taxi licence applications in Middlesbrough. Previously those applying for hackney carriage and private hire licences had to have held a full UK driving licence for three years, and hold the most advanced Driving Standards Agency taxi test. But from now on applicants will only have to have held a UK licence for one year in addition to passing the advanced DSA taxi test. This follows three successful appeals at the Magistrates Court from unsuccessful applicants who had passed the DSA test, but who had not held a driving licence for three years. Councillor Bernie Taylor said it was right that the committee should review its policies. .......................................................
