A measure is " would the man in the street concieve this to be fair and reasonable"

no I believe the council is not being fair, it would be fair if it was part of a council tender for work.

but in Scotland are they ever fair to each other?

Probably not,but what goes on in Dundee is the norm,especially,this council.

But these guys were given the opportunity to legally apply for a hackney plate,with the vies of wheelchair work,but the vast majority not interested in this type of fare.
