Does anyone know for sure if the LA can stop you putting you name or a name and a telephone number on a HC for the booking of the vehicle. Not a private hire number. HC only number

They can stop you putting anything on your cab, providing that decision is 'fair and reasonable'.

Have you asked them if you can add your details?

Ask the LO their reason for the refusal and then put a formal request before the licensing committee along with any mitigating factors as to why you think you should be allowed the signage, if they still say no you are entitled to a written reason of why they said no. Once you have that written refusal appeal directly to the magistrates court if you think it is unreasonable.

Councillors are sometimes confused in the meaning of the word, "reasonable".
