This very good article was in June's edition of PHM.

If you go to page 2 and 3 of http://www.phtm.co.uk/media/1086610721.pdf you will see that if a council is determined enough, then it can be sorted once and for all.

Well done to Birmingham City Council.

Excellent article. I think the relevant clause in the 76 act should be tightened up, It seems that it is being abused. I suspect this practice of volunteer drivers is widespread throughout the country. Even if the driver in question only got a petrol allowance they are still taking a "reward" which under the law makes them plying for hire.
