Why is it that councils can't just survey demand and do what the survey says. It doesn't cost the council a bean, and gets them off the hook with the 'no my thought guv' get out.

The article talks about Worthing and the 85 act, nowhere in the 85 act does it say a council need spend on independent surveys it merely says in court they must proove demand is met
having said all that this wa for private hire is outside thier scope.
