There are at least two trains of thought on your idea pinkwheels. The one you have and the one many Hackney saloon drivers will have. Your idea of adopting the highest qaulity controls of all is echoed by many. There are some councils that believe and indeed put into practice your sugestion that the London Black Cab is the only true Taxi vehicle. However, there are probably more councils throughout the country that licence saloon cars as hackneys than licence the traditional Black cab.
You put forward a very interesting point, a point to which i'm sure many Hackney carriage Saloon car drivers may disagree. I'm sure they will put up a robust defence for keeping the hackney carriage status of the saloon car. I might also point out, that there may be many Traditional black cab drivers who also disagree with your point.
It is not the Saloon drivers fault that their council in the past have preffered saloon cars over other types of vehicles. However, on the face of it all that seems to be slowly changing.
It may be the case in years to come that the typical saloon car as we know it will no longer be licensed. We can already see the effect the DDA legislation is having on saloon vehicles. Many Councils around the country are ammending their position on licensing this type of vehicle.
I doubt very much that you will see just one type of vehicle, namely the one you sugest, there are increasing options of vehicle choice which are becoming freely available to councils.
I'm sure you have injected a reasonable talking point because there may be many that disagree with it.
