Institute launches reform campaign

Hackney carriages and private hire vehicles (collectively referred to as “taxis”) play a vital part of the transport network in this country. They account for around 600 million trips in Great Britain each year, and are most commonly used by younger people, those on lower incomes without access to cars, and amongst women between 16 and 20.

According to Department for Transport statistics, there are around 69,000 taxis licensed in England in 2007, an increase of eight per cent since 2005; there are 8000 licensed vehicles in Wales alone. Over 264,000 people hold drivers' licences issued by over 350 local licensing authorities in England and Wales.

As the national organisation for licensing practitioners, the Institute of Licensing is starting on a major campaign for modernisation of this legislation, to make it fit for purpose for the 21st century.

That is why today it is starting the first stage of a consultation exercise with high-level stakeholders such as the National Taxi Association, the National Association of Licensing Enforcement Officers, and the National Private Hire Association.

Institute president James Button said: 'We recognise that our organisation does not by any means hold all of the answers. That is why we are carrying out this consultation.

The Institute of Licensing has identified your organisation as a key stakeholder within this debate, and we recognise that we do not by any means hold all the answers.

'The responses to the consultation will inform the next stage of our action, which is to formulate proposals for reform to the legislation. 'This will then be the subject of wide-spread public consultation later in the year. After that, approaches can be made to government offering a set of proposals for reform which carry broad support.'

Responses to the document are invited from Institute Members by 19 July 2008. Members can log-in to the secure part of the website and go to the Consultation page to download it.

I see at the very beginning... that they have clarified.... that Taxi.... is a private hire car..... as well as a hackney....... I think some people will strongly disagree......

this reminds me of a questionnaire that asks if you like butter on your bread.. or jam.. or marmalade..... but it never asks if you like bread.....

They also said there are 350 licensing authorities in England and Wales, I think whoever does their research should take one of GA's BTECH'S because it looks as though they need it.

I wonder why they deemed the NTA an important stakeholder when the NTA are against a new taxi act? How come they never classed unite, the GMB or the NTTG as important stakeholders? Naturally the one man band of the NPHA is an important stakeholder considering he represents no one but himself.

JD.. I might be wrong, but I don't think the NTA have ever said that they are against a new Taxi Act... I do know that they feel certain changes need to be made now rather than in10 years time.

I am sure the GMB unprofessional Taxi Branch will plead to be part of the consultation, but how they will incorporate the execution of the Royal Family, the changing of the name Police to fi.lth , and the encouragement of terrorism is far beyond me. :oops:

Dear Mr. T,

Why am I not surprised at your un-provoked attack on the GMB PDB members. It is common knowledge that some members of the GMB PDB have radical views and opinions. It is also common knowledge that there are many of us who do not agree with those views and opinions. It is a sad day when someone with your knowledge and ability decides to use gutter politics to try and tarnish all of our members.

I would also point out that representatives of the GMB PDB would be failing in their duty to their membership if they did not contribute to consultations such as the MoM and the IoL.

Finally, the Provincial representatives of the GMB PDB do not have a problem with any other trade representative group; we have always been willing to work with them. Our membership may not always agree with the other groups, but they will always have our respect for their democratic right to have their opinions.

It’s a shame you don’t.

BB. Terry is your problem.. Terry's mouth is your problem... Terry's accusations are your problem... Terry's lies are your problem...... I know it is annoying when somebody gives back what Terry gives out... but then if you shut him up it might just stop... personally I wouldn't associate with such a person..... and it's no good going all girly on people...


And I like the part about not having problems with other associations.... may I refer you to your leader's comments..


We warned the DFT of the duplicity of the National Taxi Ass and that they should be ignored. as we consider them nothing but a racist owners cabal, we informed them of their support for a Racist demo in london last year, and their failure to attend or send an appology re the meeting in the House of Commons recently on Driver safety.

We made it absolutely clear that the current situation is intolerable, we pointed out that we believe the Police are racially motivated and their persistent REFUSAL to respond to calls for assistance must be dealt with

BB, Terry's political opinions are doing your organisation no good at all. I admit I don't know the man but that is true for almost everyone in the trade. He may or may not do a good job representing his members I can't say but his views do get associated with your organisation and turn off a great many of the very people you should be attracting. They also pizz off the very same government officials and police officers you need to deal with on behalf of your members. Views like his didn't go down that well in the past and do even less for most of us today. Are his views the official position of the GMBPDB? If they are, I will shut up now. If they are not, the GMBPDB need to shut him up or kick him out.
Then people might start taking your organisation seriously. Until then he will continue to make you all look like a laughing stock.

What I can't understand is why the IoL are doing what NALEO are also doing. :?

If the two licensing officers can't agree with themselves on what's best for them, then what chance is there of them getting it right for the likes of us?
